Project Description:

 

 

 

 

 

 

 

The Center for Drug Free Living is a comprehensive community-based substance abuse prevention, intervention and treatment, 501(c)(3) agency that has served the needs of Central Florida for 28 years.  It is licensed by the Department of Children and Families and accredited by the Commission on Accreditation of Rehabilitative Facilities.  the proposed project represents an expansion of the Pregnant and Post-partum Women and Infant's Program operated by the Center, which received funding from the Florida Legislature in 1998 and 1999.  The project will provide a 16-bed level 2 residential substance abuse treatment facility in Brevard County for adult females throughout District 7 who are 18 and over, pregnant and/or have young children.  Participants may self-refer, or may be referred by community agencies such as corrections, the court, child protection services and/or WIS.  The women to be served are typically in late state chemical dependency with histories of unsuccessful non-restrictive treatment.  The program will provide a safe and stable living environment with individualized services seven days a week.  The average length of stay will be from three to six months, which provides the opportunity to fully recover under the supervision of trained professional staff who provide treatment services.  It is anticipated that a large number of the program participants (@80%) will be TANF eligible, therefore the integration of vocational, educational and therapeutic linkages is a major feature of the services offered in order to ensure that the women become productive members of the community upon completion of the program.  The program is characterized by a series of three performance phases that are designed to incrementally and systematically increase the level of performance and responsibility expected of each client.  Each phase is defined in terms of performance expectations, treatment goals and levels of responsibility, with the duration of each phase dependent upon the individualized performance of the client.  Phase 1 focuses on chemical dependency education, individual and group therapy, skills competency, structured recreation, and family therapy.  Phase 2 focuses on reinforcing the client's commitment to treatment and recovery.  Clients are taught a regimen of skills designed to insulate them from high-risk cognitive behavioral and environmental influences that trigger substance abuse.  Phase 3 focuses on preparation for return to home and community and includes ocontact with community support groups (e.g. AA, NA) and promotes the development of skills, resources and competencies to achieve reintegration of prevent relapse.

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

All program participants will receive a comprehensive array of treatment services including individual counseling at least one hour per week, participate in vocational training or be employed, education regarding domestic violence, incest, sexual and emotional abuse, parenting training designed to protect their children from abuse related to substance abuse and/or lack of parenting skills, child care services, self-esteem building activites, life management skills training, recreational and lieisure management activities, weekly family groups are available to partners and other family members willing to participate in the client's treatment and recovery, transportation to medical and legal appointments, AA/NA group meetings.  The women will be provided with health care services either on site by agency medical staff or referred to a local hospital or medical network.  Pregnant women receive immediate pre-natal care on admission and are monitored regularly during pregnancy.  Deliveries will be handled through partnership at a local hospital which has expertise in high-risk infants.  The program will offer case management, day treatment, outpatient and other services for women not, or no longer in need of residential care.  The full continuum or care approach offered by the program is consistent with research that has demonstrated better recovery outcomes if the client is not shifted from one provider to another for various services.  Based on the outcomes posted by the operation of the program in Orange County, the anticipated benefit will be significant.  Since the beginning of the program in Orange County in 1993, 231 mothers have successfully completed the program, 177 babies have been born drug free and normal birth weight, all mothers and and babies have received pre and post-natal health care, all mothers and babies have been placed in a safe environment after program completion, 99% of the mothers were free of criminal activity while in or after completing the program, and 98% of the women were employed at discharge.
