Project Description:

 

 

 

 

 

 

 

The $265,540 request is for the design phase of the anticipated construction of a new clinic.  Anticipated future fixed capitol outlay funding request for new clinic construction would be approx. 2.6 million.  The Polk County Board of County Commissioners have identified existing county property in Haines City that the health department concurs would be an acceptable site for a new clinic.  The Board of County Commissioners has committed to provide this property for a new clinic as in-kind.  The existing Haines City Clinic, which houses both clinical health care services and the WIC Program, was built in 1955.  The Haines City region of Polk County has the highest growth rate in the county, and by the year 2000, the growth rate is projectd to be 55% greater than in 1990.  The clinic is functionally obsolete and has outlived its usefulness.  Severe clinic overcrowding due to the large and rapid growth in client base and the physical space limitations of the facility has hindered the ability of the health department to provide quality services or to expand public health services that are needed in this area.

 

Some areas of disfunction are:

  Space constraints impact clinic staffing and the ability to see and treat clients;

  inadequate file storage capacity;

  severe parking inadequacy creates potentially dangerous traffic flow problems;

  clinic structure does not comply with Department of Health policies and procedures on information security;

  the facility is not ADA compliant;  and,

  structure is not adequately wired for existing or future technological needs.

Polk County Facilities Management is responsible for maintenance of the existing building. Alternative solutions into leasing and renovating the structure has been explored, however, these options were not feasible due to a number of restrictions.

Services Provided/Benefit to State:

 

 

 

 

 

In fiscal year 97/98, the nursing division staff provided services to clients in 8,383 primary visits.  In addition, immunizations were administered to 3,697 additional clients.  Through eleven months of fiscal year 98/99, 8,825 primary visits were provided and 3,678 immunization clients were served.  The WIC/nutrition division caseload in this clinic is approximately 2,100 per month.

 

The benefits are:

  Improve the general health and well being of the citizens of Polk County;

   improve the health departments ability to provide health services in one of the higher growth areas in Polk County; and,

  increase client access to health department services.

 

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

The detrimental implications of failure to implement funding for this project include the following:

  The existing structure will continue to deteriorate and result in increased expenditures due to on-going repairs;

  Space limitations and severe overcrowding will continue to worsen; and,

the cost of one low birthweight infant is up to $100,000 or more in expenses in the neonatal intensive care unit of a hospital.  If the health department is unable to provide clinical and WIC services to pregnant women because of overcrowded conditions and/or lack of staff, the public will pay the initial cost of care as well as other long term costs associated with developmental disabilities.

 

If the project is adopted, the outcome would be:

.  Assure continued compliance with ADA and Department of Health regulations; and, relieve severe overcrowding of staff & clients.
