Project Description:
In order for the State of Florida, through the Correctional Privatization Commission (CPC) to site a private prison here, the City was required to provide major improvements that were necessary in order to have adequate water supply and pressures that only this facility would use. The agreement was for the prison to utilize the City Water Utility and the improvements would be paid for over the term of the prison's lease with the CPC. The City contacted the private prison vendors during construction to find out how much water the prison would need. The number that was given was much higher that the actual amount being consumed. The City, because of the smaller amount of water being used, called the prison vendor and was told that the State of Florida gave the specific water numbers and that the City should contact them. To date, a loss of $100,000 has been encurred by the City. Because of this, those holding the financing on the water system improvements have required the City to raise the water rates to an amount much higher than most of the State. However, the loss is still there and this appropriation will zero that loss and the City's new rate will now cover future costs.

The State sited this prison, this appropriation is simply the State seeing that fair play is relevant and that the State maintains the bond and partnership between local and state government.
Measurable Outcome Anticipated:
Prevention of increased rates to persons of low to moderate income due to the costs associated with the opening of the new private prison.
