Project Description:

 

 

 

 

 

 

 

The Broward Partnership For The Homeless (BPHI) as operators of the Broward County Central Homeless Assistance Center/Huizenga Family Campus proposes to design, implement, and operate a public-private partnership pilot project which would select abandoned and substandard dwelling within a target neighborhood and rehab these structures using homeless individuals referred to the Homeless Assistance Center.  Women and men selected for the rehabilitation project would receive basic education, job skill training, on the job training, and all necessary supportive services to effectively move them from homelessness and dependency to self-sufficiency and permanent housing.  BPHI foresees a consortum of state and local education, training and employment agencies, private industry representatives, building contractors, and trade representatives and a new or existing neighborhood development corporation to plan, implement, and operate the pilot project.  BPHI would serve as the financial conduit and retain overall management and financial responsibility.

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

The proposed pilot would provide: (a)Skill and on-the-job training to Broward County Homeless persons; (b)A living wage to program participants while receiving training; (c)Post program placement in the building trades; (d)Removal of abandoned and dilapidated housing from the community; (e)Increased number of permanent and transitional affordable housing units for the homeless; (f)Provide participating private sector companies with attractive federal, state, and local tax incentives; (g)An increase in the pool of trained individuals in the trades; (h)A vehicle for the return of previously dependent individuals to the tax rolls; (i)A boost in interagency and public-private agreements which would provide efficiency and economy in mounting local homeless initiatives; and (j)A magnet for new private and federal funding.

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

The proposed pilot would yield the following measurable outcomes: (a)Homeless clients receiving and completing training; (b)Wages paid at program entry and at completion; (c)Wage increments; (d)Elimination of significant non-training related problems that contribute to homelessness; (e)Number of pilot project participants securing long term transitional or permanent housing; (f)Number of structures rehabilitated; (g)Accrued contribution of taxable structures to the local jurisdiction; (h)Return on investment(per person, per structure); (i)Dollars leveraged as a result of the project; and (j)New private or public funding resulting from the private-public venture.
