Project Description:

 

 

 

 

 

 

 

The project proposes to divert stormwater from the Westside Canal into a 8.4 acre pond constructed on 11.4 acres of vacant property.

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

The pond reduces flood levels of the 100 year 24 hour storm so that a existing low income minority neighborhood in the Empire Bates area will remain accessible.  Twenty eight (28) homes will no longer be flooded by up to and including the 100 year storm.  These homes sustained recurring flood damages over the years.  The area is not in a FEMA flood zone A, but should be until the pond is constructed.  Most of the residents do not have flood insurance.  By the reduction of flood levels these 28 structure's finished floor will be above the expected flood levels for up to the 100 year event.  This will reduce claims through disaster declarations such as the 1997 El Nino SBA declaration.

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

Removal of 28 homes from flooding for up to and including the 100 year event.  Reduction of flood levels to allow another 80 homes to be accessible for the same storm event.  Provides additional 46 acre feet of flood plain storage.  Provides water quality treatment for a 150 acre developed contributing basin.
