Project Description:

The Town of Hastings has applied for a $748,950 grant from the Water Advisory Panel for the purposes of upgrading their Wastewater Treatment Plant, which releases its flow into Deep Creek, which flows into the Lower St. Johns River Basin.  The current Wastewater Treatment Plant can handle the normal flow of wastewater and treat the wastewater appropriately before releasing it into Deep Creek.  However, during rainstorms, the Town of Hastings has struggled with a recurring problem of its Wastewater Treatment Plant not being able to handle the increase in flow.  In fact, according to the City's grant proposal, the facility is frequently out of compliance in these types of storms and even occasionally the facility has had to bypass the normal filtration and UV disinfection system in order to handle the flow. This has resulted in sewage overflowing the tank walls.   This small community has a median household income of $12,070, making it very difficult, if not impossible for them to afford the necessary improvements without state assistance.  They have also applied for a $500,000 grant from the FDEP Heritage Rivers Program, which is currently under review by the FDEP and the St. Johns River Water Management District.  PLEASE NOTE:  The local match amount, provided by the Town, is contingent upon the Town receiving all or part of the grant that they have requested from the FDEP Heritage River Program.

Services Provided/Benefit to State:

The state has made it a priority to clean up and improve the water quality of the Lower St. Johns River Basin.  This project in Hastings would improve the water quality in Deep Creek, which is one of the major tributaries of the St. Johns River.  By improving the water quality of Deep Creek, this project will have the further effect of assisting in the Legislature's Lower St. Johns River Basin project.

Measurable Outcome Anticipated:

There will be a decrease in the level of nutrients and BOD5 released into Deep Creek and the St. Johns River.  It will also bring the Town of Hastings' Wastewater Treatment Plant into compliance.
