Project Description:
The School District of Volusia County Charter School District pilot program agreement has been submitted to the Commissioner of Education for approval by the State Board of Education. Pursuant to House Bill 2147, the State Board of Education is authorized to enter into performance contrcts with up to six school districts for the purpose of establishing them as charter school districts. The purpose of this three year pilot program is to examine a new relationship between the State Board of Education and school districts that may produce significant improvements in student achievement and school management, while complying with constitutional requirements assigned to each entity. Charter school districts exchange statutory and rule exemption for agreement to meet performance goals in the agreement. This requested appropriation will be used to fully fund the key components identified in the School District of Volusia County charter school district agreement. Specifically, in combination with district funds, the appropriation will be used to reduce class size in K-2, to provide 5 teacher staff development days, and to increase after school tutorial/enrichment programs.
Services Provided/Benefit to State:
The funding requested will be used to fully implement the key components identified in the charter school district agreement, specifically reducing class size in K-2, to provide 5 teacher staff edvelopment days, and to increase after school tutorial/enrichment programs. The Charter School District pilot program will be a deregulation model for the state and will provide data regarding effects on the acceleration of student achievement of that model. This data could be used to impact state policy.
