Project Description:

This project combines an "incubator-like" very low rent fcaility to small industries with a nearby public day care.  The facilities are located in a socio/economically challenged neighborhood.  the incubator is designed to house small manufacturing and value-added processes and provide public day care to both employees and community residents.

Services Provided/Benefit to State:

These funds will be used to complete incubator facility construction and remodeling, as well as to provide operating/maintenance startup funds.  The habitat/incubator will be self-sustaining once operational. Also, the funds would be used to build a metal shell building to house a public day care.  The Town would advertise for a day care provider, who would be responsible for finishing the building to state specification. The provider would pay a franchise fee and lease on the building in exchange for a non-exclusive franchise.  Revenue from the day care and lease would go into the town's economic development reserve fund.

Measurable Outcome Anticipated:

This project would create rural economic developmpent, while mitigating neighborhood poverty in an area where household incomes are 47 percent below poverty line.  The Small Business Devlopment Center at the University of West Florida to assist in monitoring and reporting measureable outcomes in terms of social impact, family unity, crime rate impact, and lifestyle transition counseling.
