Project Description:

 

 

 

 

 

 

 

The Downtown Improvement Authority (DIA) is seeking money for the acquisition of property needed for a centrally located mixed use parking facility at Calhoun and Jefferson Streets. The purchase price of the property is $4.25 million. This new facility will be interconnected to and will add an additional 800 spaces to the existing 800 space parking garage owned by Tallahassee at Calhoun and College avenues. The existing facility constitutes the City of Tallahassee's local match. The market value of that property is $4.29 million. The DIA will issue revenue bonds for construction of the parking facility. Leon County will lease space above the garage to construct a courthouse annex. The Jefferson Street facade will embody a front porch concept of residential property atop commercial property.

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

This project meets the statewide priority expressed in Chapter 272 fo the Florida Statutes which states that the area described herein as the "Capital Center" is a vital part of the past, present, and future of the State of Florida and that its development must be regulated in such a manner as to ensure the character and dignity of the public facilities which constitute the capitol building of the State of Florida...(and) that the downtown area of the city of Tallahassee...is, first and foremost, the Capitol Center of a great state..." This facility will serve the over two (2) million annual visitors to the Capitol Center/Downtown District, the 12,000 state employees who work within the Capitol Center and the 65,000 other immediate are employees/students/citizens.

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

This project will provide the public parking garage on the east side of downtown that is needed by the citizens of the state to access their government. It will also eliminate the need to bus legislative employees to parking spaces during session. Because the existing public garage is at full capacity, along with the surrounding privat lots and the courthouse garage, there is currently no place for visitors, constituents, and jurors to park. Kleman Plaza is not a solution as there are no spaces available for the new constuction already scheduled for the west side.
