Project Description:

 

 

 

 

 

 

 

The Hillsborough County Breast and Cervical Cancer Outreach Program is a public-private partnership targeting medically underserved women between the ages of 40-64 for breast and cervical cancer screening services.  This is facilitated by a community based Coalition that is coordinated by the American Cancer Society, Florida Division, Inc. The Coalition develops and implements strategies that are designed to increase the accessibility of breast and cervical cancer screening, diagnostic, and treatment services among Hillsborough County?s under-served women. 

 

The public funding portion of the Outreach Program, in addition to the $250,000 State award request, is the $202,255 FY 1999-2000 CDC Breast and Cervical Early Detection Program grant to Hillsborough County.  The private funding portion is the $250,000 American Cancer Society contribution to the Outreach Program for outreach and administrative costs.  Additionally, the in-kind service contributions of the Coalition members are also private funding contributions to the Outreach Program.  This public-private partnership increases breast and cervical cancer screening accessibility by providing for a greater number of screening services than the CDC grant alone can provide.

 

The Outreach Program, run by the community based Coalition, is the first countywide, centrally coordinated effort of its kind. Each Coalition member receives one vote in the Outreach Program?s decision making process.  The number of Coalition members may increase as the program continues to develop its service delivery.  The members, as of  November 1999, are the American Cancer Society, Best Start Social Marketing, Brandon Regional Hospital, City of Tampa, H. Lee Moffitt Cancer Center and Research Institute, Hillsborough County Health Care Plan, Hillsborough County Health Department, Saint Joseph Hospital, South Bay Hospital, South Florida Hospital, Tampa Community Health Centers, Tampa General Hospital, University Community Hospital, and University of South Florida.

 

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

Medically underserved women will receive breast and cervical cancer screening services and effectively increase the likelihood of early detection of cancer, consequently reducing cancer mortality.  Through the Coalition, the potential life saving impact of the CDC grant is enhanced to the extent as itemized below.  The Coalition, upon proven success, also becomes a model for increasing breast and cervical cancer screening accessibility across the State.

1.         Increase the number of screening services from 490 women screened during the 1998-1999 fiscal year to 2000 women screened by the end of fiscal year 2001.  This is a 4-fold increase.

2.         Increase population of underserved women as defined by women age 50-64 to women age 40-64.  This change in age requirements makes the service delivery in accordance with the screening guidelines of the American Cancer Society and many other established medical groups.  This increases the early detection of aggressive forms of cancers commonly found in younger women, especially younger African American women.

3.         Through increased community partnership, the Coalition will target women in high-risk underserved populations, especially African-Americans and Hispanics.

4.         The ultimate outcome of the efforts of the Coalition is saving lives and saving money for the state of Florida through early detection of cancer.

Short-term goals (by September 31, 2000, end of the CDC Fiscal year):

1.         2000 women who are medically underserved will be screened for breast and cervical cancer

 

Long term goals (by September 31, 2002, end of the CDC Fiscal year):

2.         40-45% of women will be re-screened, up from 25% currently

3.         90 % of women will get full cycle of care, up from 70% currently.  Full cycle of care include clinical breast exam, mammography, and Pap smear.
