Project Description:

 

 

 

 

 

 

 

The Broward Partnership for the Homeless (BPHI), as operators of the Broward County Central Homeless Assistance Center/Huizenga Family Campus, is proposing in this project to design, implement and operate a public-private partnership project which would select abondoned and substandard dwellings within a target neighborhood and rehabilitate these structures using homeless individuals referred to the Homeless Assistance Center.  Women and men selected for the rehabilitation project would receive basic education, job skill training, on-the-job training, and all necessary supportive services to transist from homelessness and dependency to self-sufficiency and permanent housing.  BPHI would oversee and manage a consortium of public and private community based resources in this project, including: state and local educators, training and employment agencies, private industry representatives, building contractors and trade representatives, and neighborhood development corporations.

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

This project would provide a number of benefits to the state based on the manner with which it would address the state-wide problem of homelessness, which is particularly acute in Broward County.  The project would provide skill and on-the-job training to homeless persons who are dependent on public assistance, and would move them to the tax rolls; would provide a living wage to participants while receiving training; post-program placement in building trades; removal of abandoned and dilapitated housing from the community; increase number of permanent and transitional affordable housing units for the homeless; and increase the labor pool of skilled trade workers.  There would be eligibility for matching funds for those requested here, from the following sources; HUD, Section 108 Housing Rehab Loans, City and County, Department of Labor, JTPA, and welfare to work funding; Broward County Continuum of Care SuperNofa Allocations; HUD Home Investment Partnership Program Allocations; Economic Development Industry Based Training Program Dollars; SBA 504 Loan Program; Department of Transportation Wages and Neighborhood Transportation Development Funding; Department of Labor JTPA Title IV Work Investment Act Funding for at risk adult and youth populations.

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

The success for this program will be measured by the number of clients served and those completing training.  The wages earned by participants, and the number moving to permanent, unsubsidized employment as a result of the training would also be measures.  Former participants would be tracked to assess long term sucess.  Success will be measured by the number of housing structures which are rehabilitated, the cost per structure for rehabilitation, and the return on the investment from same.
