Project Description:
The funds are being requested for pay off a loan that was incurred to supplement the funding of a construction project. In 1995 & 1997, the Agency received State funding of approximately $2,500,000 for the purchase of land and buildings at 3800-3850 West Flagler Street. However, the total cost of the project was approximately, $3,800,000. Therefore, the Agency borrowed $1,300,000 from NationsBank to supplement the funding. The facility includes a 30-bed Crisis Stabilization Unit, Children's Outpatient and Case Management Services, Substance Abuse Outpatient Services, Outpatient Psychiatric Services Unit as well as Administrative Offices.
Services Provided/Benefit to State:
The Agency borrowed the funds to supplement the State funding. All clients served are State clients. The Agency is experiencing severe financial problems and is unable to generate sufficient funds to pay down on a capital debt. Current and projected revenues are sufficient for operating expenditures but not for capital debt reduction. The debt reduction will help stabilize the financial structure of the Agency and will help financial viability. The Agency serves over 5000 unduplicated clients per year and is an important provider of mental health and substance abuse services.
Measurable Outcome Anticipated:
Since MBHC is a community mental health and Baker Act entity, it is appropriate for the State to assist in this regard, as they over the years.
