Project Description:

 

 

 

 

 

 

 

Using evidence-based patient management protocols can reduce health care cost. Models predict that a significant improvement in access to children's Medicaid services for dentistry and asthma could be provided without increasing costs. However, adopting evidence-based protocols means using more complex decision-making that would be difficult with traditional paper patient charts. At the University of Florida, we have spent 5 years developing an electronic patient record that helps doctors use evidence-based management. Currently, we can demonstrate evidence-based management of dental decay. We also have broad health science center collaboration between the colleges of Medicine, Dentisty, Pharmacology, and Health Related Professions. Our intention is to create a center for developing evidence-based software protocols for a range of diseases such as asthma, diabetes, dyspepsia, depression, and hypertension. As patient data is entered into the electronic patient record the software automatically recommends the best strategies for managing a disease for an individual patient.

In addition, research is needed to investigate methods for overcoming barriers to the transfer and adoption of evidence-based protocols by doctors such as updating of clinical knowledge and collection of patient data. Pilot studies are under way to examine computer based telephone dialogues and Internet forms for collecting patient demographics, medical histories, and chief complaints. Recurring annual funds of $250,000 are requested for a Center for developing Healthy Outcomes Technology.

Measurable Outcome Anticipated:

 

 

 

 

 

Improved use of funds could result in a redistribution of resources to provide improved access to care for uninsured children. For dental Medicaid services it is predicted that an extra 100,000 children (+33%) could be examined per year. Improved management of juvenile asthma could free sufficient funds to pay for outreach education for low-income families to prevent or reduce the severity of asthma. In addition, the 500,000 children who are eligible for Title 21 or Medicaid programs, but who are currently uninsured, could be covered. It is anticipated that 125,000 of these children suffer from asthma.
