Project Description:

 

 

 

 

 

 

 

Phase I includes installation of (1) of sequencing batch reactor wastewater treatment plant capable of treating 300,000 gallons per day (2) An effluent disposal area consisting of three rapid infiltration basins (3) 400 residential and 52 commercial grinder pump stations and(4) Associated transmission mains and lift stations.

Phase II consists of the installation of 750 low pressure grinder pump stations with associated transmission mains and lift stations.Phase III is the same as Phase II. Question 4 A, asks what kind of matching monies, but does not allow input.  $9,000,000. is Federal Grant monies and $2,250,000 is from local monies.

the St. John's River is a valuable resource for the State of Florida and contamination of this precious waterway is of great concern to the people of Florida.  The replacement of a septic system with a wastewater treatment facility will assure quality water control.  The project is considered critical to the protection of the St. John's River, which was recently declared an "American Heritage River."  The area in question that would be served by the proposed Wastewater Treatment Plant facility is presently utilizing a mixture of onsite sewage treatment and disposal systems, ie., septic tank systems, Package Treatment Plants and illegally constructed sewage disposal systems, ie. , dry wells and cesspools.  This area has documented flood problems when the St. Johns River has elevated water levels due to significant rain events.  These homemade sewage disposal systems are under flood waters or in the groundwater during flooding events.  It would be a major public and environmental health improvement to have a wastewater treatment facility.  In addition to the above mentioned public health concern, there are many other properties boarding the St. Johns River that are also using old and inadequate septic tank systems for sewage disposal.  Many of these units are subsurface systems that are in the estimated wet season water table.  Therefore, there is minimal, if any treatment prior to contact to groundwater.  While there is no documented evidence of disposal into canals or the river with wastewater from these systems, it is evident that the older subsurface sysems are not providing the needed seperation from the ground water to provide effective treatment of effluent pathogens and nutrients.
