Implement a model of innovative multi-jurisdictional service modalities that will end the fragmentation of service delivery in areas with high degrees of physical deterioration, low income and high unemployment
Services Provided/Benefit to State:
The state would re-coup cost of funding program through savings of welfare benefits paid within the first year through employment provided for the disadvantaged.

Educate, train and employ 35 structurally unemployable residents
