Project Description:

 

 

 

 

 

 

 

The plan allows for area providers of criminal justice, emergency room, detoxification, and crisis stabilization services to identify individuals who repeatedly utilize high-cost services .  After a joint effort in identifying the 60 individuals show are the highest users of costly services.  Serenity House has implemented a range of intensive interventions to interrupt their patterns of "system abuse".

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

Employs a collective effort by providers in prioritizing clients to receive this service; ie, data from Halifax Medical Center, Volusia County Department of Corrections, Act Corporation, Stewart-Marchman Treatment Center, Community Outreach Services and Serenity House will determine the target population.  Provides intensive case manangement and indefinite client monitoring to tailor interventions specific to the unique needs of each client.  Offers a public/private partnership in accessing safe and affordable housing through a voucher system; takes advantage of existing housing options rather than constructing new facilities. Provides sufficient research resources to conduct an empirical evaluation of client outcomes in order to advise policy makers regarding future projects targeting high-risk/high cost utilizers of publicly funded services.  This program provides treatment for the "revolving door" individuals who circulate through the criminal justice treatment and medical systems without resolution of their problems related to their intractable deficiencies.  Public costs related to law enforcement, prosecution, incarceration, detoxification, crisis stabilization, and indidgent medical care will be significantly reduced.

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

Projected pre-treatment vs. post-treatment outcomes of the project for the first year of operation include: decrease arrest rate by 33%, decrease use of illicit drugs by 50%, decrease emergency room admissions by 40%, and decrease reliance upon public assistance by 25%.
