Project Description:

 

 

 

 

 

 

 

Miami-Dade County's Empowerment Zone is an extension of a community effort focused on economic development trough the growth of jobs and businesses. The program's focus is on the poorest communities within Miami-Dade County.  Recognizing that the County's economy will only be as strong as its weakest parts, Miami-Dade's growth strategy is aimed at the successful inclusion of its distressed neighborhoods.  The community strategy is built upon the principles of a strong work ethic; entrepremeurship; the importance of capitol; and, the strength of markets.

 

The Empowerment Zone Program will infuse much needed financing for new business development/business expansion, as well as provide job training and job opportunties, and increased international trade through the County's Airport and Seaport.  Ongoing economic development programs are directly linked to increased opportunities for small businesses, permanent housing, and other revitilization activities in distressed neighborhoods. Total cost of project is $105,000,000 from the public sector. In addition, $400 million of targeted capital investments from 18 banks and $6 billion in construction projects has been pledged over the next ten years. Future year funding will be $5 million per year (for the 10 year life of the prigram as established by HB 297 in 1999.

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

Miami-Dade County is the largest urban community in the State of Florida with some of the highest unemployment rates, illiteracy rates, and people living below poverty.  Additional funding would help in providing this community with the tools and means to increase the population's standard of living thus decrease the State's overall percentages in the above mentioned areas (unempolyment, people living below poverty, etc.).  Improved quality, cooperation and funding of support services and providers will link residents with the services thaey need to engage the economy and will dramatically improve childcare, healthcare, educational achievements and other measures of life quality, including the quality of the environment.

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

Commitments have been received from key employers to make over 5,000 jobs available to zone residents over the next five years, and to provide more than $6 bilion in construction projects over the next ten years.  A minimum of 500 people will be trained and placed in jobs in FY 2000,  A minimum of 25 existing business and new start-up businesses will be assisted through potential loans.
