Project Description:

 

 

 

 

 

 

 

Revitalization of Gaines Street from Lake Bradford Road to Apalachee Parkway to provide better link from downtown and eastern sections of county to FAMU, FSU, Tallahassee Regional Airport and Innovation Park.  The project will become the catalyst for a sustainable mixed land use, retail and commerical district, revitalizing the urban texture of the Capital center Planning Area and fostering opportunities for multiple modes of transportation including:  sidewalks, bicycle lanes, traffic circles and other pedestrian-scale improvements.  Concurrent environmental and economic redevelopment efforts are also underway.  Designated browfields exist in the study area and remediation assessment is underway.  Initial work began in 1991, defining project and indentifying importance to community.  Currently in the Project Development and Environmental (PD&E) or corridor study phase, to be completed by Spring 2000.  The project will cosist of four-laned boulevard style with on-street parking, wide landscaped medians, a linear park, pedestrain enhancements and done in conjucntion with efforts to promote a revitalized Gaines Street Commerical District.

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

This project is included in the State of Florida Capital Center Master Plan Update.  The Capitol Center Planning Commission, a subgroup of the Department of Management Services, develops plan for the area surrounding the Capitol and coordinates its efforts with affected local governments.  The CCPC works closely with the City of Tallahassee and the Tallahassee-Leon County Metropolitan Planning Organization to ensure that their planning efforts support preservation of existing facilities and community efforts to revitalize this area serving as the Capital Gateway.  The efforts of CCPC and local governments continue to forge the unique link between the local community and state government.  Gaines Street is the western gateway to the State Capitol from Tallahassee Regional Airport, Innovation Park, FSU and FAMU.  More than an urban thoroughfare, it presents the Capitol to visitors and legislators.  Most traffic and other activities in this area are generated by employees and visitors to the Capitol and state offices.  In its current condition, the road provides neither the operational nor the aesthetic backdrop befitting such an important area.  The corridor is in need of revitalization, including transportation improvements.  Plans include conceptual land use and economic redevelopment along with browfields mitigation.
