Project Description:

The City of Flagler Beach owns and operates a 1.0 million gallon per day (MGD) advanced secondary wastewater treatment plant which discharges effluent into the Intercoastal Waterway.

The existing clarifer unit is in need of repair.  The clarifer's drive torque limiter is not operational and the rake arm is deformed.  The City intends to build a second clarifer unit in order to provide for the ability to shut down the existing clarifer to make the necessary repairs and to provide overall plant reliability.  In addition to the second clarifer unit, a flow splitter box will be required at the Wastewater Treatment Plant to evenly split the flows between the two clarifer units.  The City also intends to refurbish an abandoned treatment tank on-site for use as flow equalization.

The proposed improvements should be designed so as to allow for the future rerating of the Wastewater Treatment capacity based upon the addition of flow equalization and construction of the second clarifer.  The design should also provide for the installation of tertiary filters in the future, if possible, to provide for public access reuse.

Measurable Outcome Anticipated:

There will be a significant reduction in the risk of wastewater contamination of the groundwater and the Atlantic Ocean, as Flagler Beach is located on a pristine barrier island.
