To allow utilities located in what has been the usual wastewater (sludge) residual spreading counties (Okeechobee, Martin, and St. Lucie) a means for reimbursement for cost associated with FDEP approved sludge treatment for a period of time that will prove that sludge need not be spread, especially in the Lake Okeechobee Waste-shed and also allowing time for local utilities to produce revenue to pay for such treatment. |
