Non-custodial parents who are unemployed/under-employed, are not making child-support payments, and have children who are or have been on public assistance, are court ordered to this program, and are assisted in finding jobs leading to sustained child support payments.  NCEP has successfully served more than 2000 non-custodial parents benefiting over 8,500 children since 1996.  Program enjoys strong support of Welfare Boards, Circuit Court Judges & Department of Revenue. (who are responsible for child support enforcement)  NCEP (Non-Custodial Parent Employment Program), established in 1995 by the legislature, has been continuously funded by a $750,000 annual appropriation from TANF funds to serve Pinellas, Pasco, & Hillsborough Counties.  The program has been indepently evaluated for outcome & effectiveness, although there is no direct match, the program returns to the state $4.00 for every $1.00 spent on program costs.
