The Department of Children and Families currently provides approximately $800,000 in homeless grant-in-aid program funds statewide.  These funds are designed

to provide supportive services to homeless individuals

and families in each DCF district, and are allocated to private and/or public non-profit organizations and governmental entities to deliver these services. Services include emergency housing, transitional housing with treatment services (mental health, addiction), employment training and placement, and

permanent housing.  These are the only funds designated

for "homeless" services.  (Note: funding to local homeless coalitions, as required by state statute, is also administered by DCF; this funding is primarily for coordination and planning, not direct services). The funding level has not kept abreast of increased social service demands on the homeless systems statewide, especially as they have been impacted by welfare reform. Based on an analysis of current use of homeless grant-in-aid funds, the current level of state funding is meeting less than one/twelfth of the identified need. Further, it is also recommended that, if addtional funding is approved, the DCF consider an allocation formula based on county size and need (versus "districts") i.e. small, medium, large, as they may be defined.
