Project Description:

CCAR (The Association of Retarded Citizens) of Clay County owns the campus of the former Dunbar High School in Clay County.  Dunbar was the last remaining black high school in Clay County and is located in the heart of an economically depressed area of Green Cove Springs.  Dunbar is already home to the Police Athletic League, Legal Aid of Clay County, the Food Pantry, the Bethesda House of Mercy, a Concerned Parents Group.  CCAR seeks to renovate the facility into a community center, complete with after-school programs, a theatre and community center, gymnasium, technology center and additional services.  CCAR also plans to put in place drug and tobacco awareness programs, along with aids and teen pregnancy prevention programs.  Vocational services will be provided by Worksource and the Workforce Development Center.  Further, the facility will be able to house the Augusta Savage museum and art exhibit and a group of teachers have volunteered to provide school youth orchestra programs. The new facility will allow the community an opportunity to expand into indigent dental services and cultural events.

In 2000, over 25% of the community (zip code), has a household income of less than $25,000.  26% of the community is under 18.

This is a top priority of the Clay County Legislative Delegation, who passed a resolution in favor of this effort.

Measurable Outcome Anticipated:

The new facility will be able to:

1. Serve an additional 25 head start children.

2. Enroll 150 children in after school arts and theatre programs.

3. Involve 50 children in summer theatre programs.

4. Enroll 150 children in after school reading and technology programs.

5. Provide drug and aids counseling to 100 students.

6. Provide dental services to approximately 500 adults and children, who currently receive no services.

7. Provide meeting space for the community and home for community events.

8. Enhance volunteer programs.
