Tampa Bay Regional Planning Council (TBRPC) and the Bay Area Commuter Services (BACS) will conduct a 30-month program called Telework Tampa Bay to promote telework/telecommuting within the Tampa Bay region and to educate businesses/employees on the benefits of telework. Over a period of two years, BACS and TBRPC staff will recruit up to 24 employers to host 12-month pilot telework programs within their worksites. Telework Tampa Bay will provide professional telework consulting services to selected employers free of charge, in exchange for being able to use the organizations as case study examples. TBRPC and BACS win track and document results of the program through: Participant surveys, Travel logs, Focus groups, Case studies, & Follow-up interviews. Participating employers will be required to quantify the factors that will demonstrate their contribution to reducing congestion and to environment over time. Upon selection for participation in Telework Tampa Bay, employer will benchmark employees' travel patterns to determine: How far employees travel to the office each day; How many times per week employees travel to the office; Milage for each mode for employees who transfer between modes of transport; Carpool status of employees. These benchmarks will enable calculation of emissions and commute data. During the 30 month pilot TBRPC and BACS will work with Telework consultants to provide the services listed below to the program participants. The goal of working with telework specialists during the pilot phase of the program is to have staff from both agencies fully trained and able to continue and expand the program without consultant assistance after the initial 30 month pilot period. Provide public outreach to promote Telework Tampa Bay Assist businesses with setting up telework policies related to: Employee responsibility Compensation, benefits, taxes Safety and accidents Proprietary information Expenses Computer equipment Assist businesses with developing a profile and selection process to: Identify appropriate telework jobs Screen potential program participants Provide training to telework supervisors and employees on: Policies How to make successfultransition to telework Track and document result of the program through: Participant surveys Travel logs Focus groups Case studies Follow-up interviews Telework Tampa Bay will seek the assistance of local Transportation Management Organizations (TMOs) for help in identifying and promoting the pilot program throughout their service areas. |

The targeted population of the pilot program is 24 companies which employ an excess of 100 employees, of which we hope for a 10-15% participation rate, or approximately 250 individuals. However, every request for participation will be considered. A hypothetical analysis of the impacts that telework would have in the Tampa Bay Region was conducted by Philip Winters of the University of South Florida's Center for Urban Transportation Research. Mr. Winters used the multiplicative model developed by Dr. Patricia Mokhtarian, a leading authority on telecommuting research at the University of California, Davis. Using 1996 employment numbers for Pinellas and Hillsborough Counties and a 6.1% market penetration in the workforce based on Mokhtarian's estimate that 16% of workers have jobs that could allow them to telecommute, there are 56,383 potential telecommuters in Hillsborough and Pinellas Counties. Assuming 30% of the workforce will be in telecommutable jobs in the future, the number of potential telecommuters in this two county area would rise to 105,719. Translating those potential commuters into telecommuters per day would yield 13,532 per day with 25,373 per day in the future; commute miles eliminated on a weekday equals 460,629 with a future weekday elimination of 506,933 commute miles.
