Project Description:

A 50/50 cost-shared study to assess, by September 30, 2003, the statutory, regulatory, financial, and political implications of transferring the functions of special districts with surface water management responsibilities established by Chapter 298, Florida Statutes, Chapter 190, Florida Statutes, and Special Acts within the boundaries of Broward County to Broward County, a regional entity, cities, or shared responsibility between the County and cities.  A review board will be established to evaluate the implications of each option and make recommendations on the preferred alternative by 2005.

Measurable Outcome Anticipated:

The study will identify the major options for modernizing the governance of surface water management and make recommendations on which governance structure(s) can best manage water in Broward County. The results of the study can then be used as a basis for implementation and decision making.
