Project Description:

Pollution load reduction goals (PLRGs) for the Upper Ocklawaha River Basin are currently being developed by the District.  PLRGs will be used by FDEP to develop total maximum daily loads (TMDLs), as mandated by the Clean Water Act of 1972.  TMDL development requires information on water quality conditions in basin lakes and at District restoration sites discharging into the lakes.  Water quality and algal data are essential to determine conditions in basin lakes and at restoration sites as well as trends in response to restoration activities. Part of this funding request, $150,000, will be used to continue collecting water quality and plankton samples, to sample storm events in lake tributaries and to analyze plankton samples.

Geographic Information System (GIS) data will be essential in the development of PLRGs leading to implementation of TMDLs for UORB lakes.  GIS provides complex spatial and temporal analyses used to evalutate elevation and bathymetric contours, vegetation community changes and hydraulic detention times.  Part of this funding request, $85,000, will be used to provide GIS services for spatial data analyses, map preparation and editing, basic spatial coverage creation and database management in developing PLRGs and TMDLs.

Future changes in water quality could result from land use changes, changes in point-source discharge, implementation of best management practices (BMPs), public land acquisition and large-scale restoration projects such as SWIM.  To predict the effects of these myriad changes on water quality and to assist FDEP in refinement and implementation of TMDLs, the District is developing the BASINS model in the UORB to provide a cost-effective way to evaluate opotions to protect and improve water quality as part of the TMDL program.  Part of this funding request, $250,000, will be used to collect and prepare land use, hydrography, water qualilty and hydrologic data for model developement.
