Project Description:

 

 

 

 

 

 

 

Non-custodial parents who are unemployed/under-employed, are not making child-support payments, and have children who are or have been on public assistance, are court ordered to this program, and are assisted in finding jobs leading to sustained child support payments.  NCEP has successfully served more than 2000 non-custodial parents benefiting over 8,500 children since 1996.  Program enjoys strong support of Welfare Boards, Circuit Court Judges and Department of Revenue (who are responsible for child support enforcement).  NCEP, established in 1995 by the legislature, has been continuously funded by a $750,000 annual appropriation from TANF funds to serve Pinellas, Pasco and Hillsborough Counties.  The program has been independently evaluated for outcome and effectiveness, although there is no direct match, the program returns to the state $4.00 for every $1.00 spent on program costs.

 

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

75% of participants obtain unsubsidized employment.  65% of participants establish pattern of child support payments.  Participants have an average starting wage of $7.00/hour.  $4.00 returned in Child Support Payments for every $1.00 spent for the program.
