||
The program has allowed area providers of criminal justice, emergency room, detoxification, and crisis stabilization services to identify individuals who repeatedly utilize high-cost services. After a joint effort in identifying the 60 individuals who are the highest users of costly services, Serenity House has implemented a range of intensive interventions to interrupt their patterns of "system abuse". The program provides a public/private partnership in accessing safe and affordable housing through a voucher system and takes advantage of existing housing options rather than constructing new facilities. An immediate positive outcome has resulted as high-risk abusers are stabilized and are diverted from high-intensity, expensive medical, criminal justice, and treatment interventions. Research indicates that community costs are reduced by $87.44 per day for every person participating in this program when compared to clients' pre-treatment functioning |

Based upon research data generated from the first 13 months of program operation, pre-treatment vs. post-treatment client outcomes indicate that: Treatment costs have been reduced by 28.4%; Medical costs have been reduced by 84.9%; Arrests have decreased by 64.3%; Prosecution costs were reduced by 74.9%; Overall, criminal justice costs decreased by 70.9%; Employment increased by 55.6%; 78.3% of total program participantseither successfully completed or remain active in treatment. |
