Job Title
Director of Human Resources (Staff Director)
General Summary
The Office of Legislative Services, a support organization to the Florida Senate, House of Representatives, and nine other joint units of the Legislature, is seeking a talented Director of Human Resources to lead our HR function. The qualified individual will lead and develop a team of professionals who oversee employment processes such as attendance/leave, payroll, insurance and benefits for the Florida Legislature.
Examples of Work Performed
Supervises, plans, and directs the daily human resources (HR) activities in all functional employment areas: insurance and retirement benefits, recruitment, hiring and onboarding, payroll, attendance and leave, workers compensation, and HR data management and reporting.
Responsible for compliance with policies and procedures and all appropriate approvals regarding personnel actions
Serves as coordinator for accommodations under the ADA.
Oversees enhancements/modifications to the Legislature’s HR application and intranet home page.
Responds to public record requests.
Coordinates and reviews requests for sick leave programs, military leave and family medical leave for the joint units.
Selects, trains, disciplines, and evaluates the performance of HR employees.
Plans workloads, workflows, deadlines, work objectives, and time utilization with employees.
Prepares required and ad hoc HR reports.
Oversees the maintenance, retention, and destruction of HR records following the Office of Legislative Services Records Retention Schedule.
Serves as a liaison and prepares stakeholder communication
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of HR best practices and procedures.
Knowledge of state and federal employment laws
Knowledge of computer word processing, spreadsheet, and database programs.
Knowledge of the methods of data collection and analysis.
Knowledge of Florida state government, legislative rules, and procedures.
Skill in research, analytics and creating reports from a large database.
Skill in attention to detail and accuracy.
Experience leading and supervising a team.
Ability to coordinate personnel transactions and workflow utilizing an HRIS system
Ability to deal tactfully and courteously with internal customers.
Ability to maintain sensitive and confidential information.
Ability to communicate effectively and concisely verbally and in writing.
Ability to establish and maintain effective working relationships with others.
Ability to plan, organize, direct work, and evaluate results and alternative strategies.
Ability to process large amounts of information from diverse sources and to integrate that information into a logical format for presentation in reports, documents, and other written materials.
Ability to be resourceful, act independently, and take action in situations that lack clear direction.
Ability to do short- and long-range program project planning.
Ability to understand, formulate, and apply rules, regulations, policies, and procedures.
Ability to assess budgetary needs.
Ability to train others.
Minimum Qualifications
A bachelor’s degree from an accredited college or university and seven years of professional administrative, research, policy analysis, or program planning and evaluation experience.
A master’s degree from an accredited college or university can substitute for one year of the required experience.
A doctorate from an accredited college or university can substitute for two years of the required experience.
Professional experience as described above can substitute on a year-for-year basis for the required college education.
Preferred: SHRM certification
Salary
Commensurate with experience (minimum salary - $60,972). The Legislature offers a competitive benefits package.
