Project Description:
Three full-time advocates available for immediate crisis intervention, counseling, case management, safety planning and revisions, community referrals, and court advocacy. These services will benefit both the victim who is seeking some type of intervention and the children involved in the home who are learning the cycly of violence at this early age. 2. Faciliator's from the Jacksonville Batterer's Intervention Programs to provide classes to incarcerated offenders at Montgomery Correctional Facility and the Pre-Trial Detention Center. Holding the abusive parent accountable for his/her actions is the cornerstone for changing their behavior and increasing the safety of victims. 3. A Program Manager and a Planning Technician, responsible for supervision of all program activity and data collection and statistical reporting involved with the INVEST Program. 4. Legal assistance provided to clients for representation in divorce, child custody, civil and criminal proceedings. Domestic Violence premeates all levels of society, knowing no geographic or demographic boundaries. The City of Jacksonville has not been exempt from the ravages of this problem. The Intimate Violence Enhanced Services Team (INVEST) was born from two of the recommendations from the Mayor's Domestic Violence Task Force: the need for a community based collaborative to address domestic violence and the need for a specialized unit to address cases of domestic violence with a high risk for lethality. The formation of INVEST was timely. In 1998 there were 14 intimate domestic violence homicides. When INVEST began operation in October of 1999, the DV homicide count was eight and would rise to 16 by the year's end. At a time when other cities were seeing a decrease in domestic violence homicides, Jacksonville was maintaining high numbers. Intimate Violence Enhanced Services Team (INVEST) mission is to identify and intervene in the most potentially lethal Domestic Violence cases in the City of Jacksonville. All domestic violence police reports and referrals from other agencies are reviewed daily and assessed for potential lethality. Case identified as high risk for lethality are followed up by both advocates and sheriff's officers who work together to provide services to victims and accountability to perpetrators. INVEST clients receive intense case management and advocacy throughout civil and/or criminal processes and until their situation becomes more safe or they choose to exit the program. Client participation is completley voluntary and confidential. All services are provided free of charge.

Measurable Outcome Anticipated:
General Outcome: Funding for this proposal will: (1) reduce domestic homicide in the Jacksonville Area by intervening in lethal domestic violence cases as soon as they are reported; (2) increase community awareness on all aspects of domestic violence throuogh community training; (3) increase presecution among those offenders involved in potentially lethal cases; (4) increase case-management and crisis intervention services for those victims deemed to be in lethal situations. 650 victims involved in lethal domestic violence were served during the first three years of the INVEST Program. Domestic Violence Homicide rate has dropped by 37% since the inception of the program in October of 1999. No INVEST client has been lost to date.
