Project Description:
This project will replace the deteriorated storm pipes with a properly designed system and install baffleboxes at the river outfalls to catch the sediments and keep them from entering the St. Johns River. The baffleboxes will contain a basket which will catch the floating debris such as leaves and trash and keep this nutrient material from going into the river. Properly sized stormwater pipes will prevent flooding that now occurs. The City of Green Cove Springs has eight stormwater basins that outfall directly into the St. Johns River without benefit of stormwater treatment. Five of these river outfalls will be treated by this project. One outfall is already treated and the other two outfalls are very small. This eastern part of the City was fully developed prior to the implementation of the stormwater rules. No land is available for stormwater treatment ponds. The existing stormwater system was installed from the 1920s through the 1950s. It consists of vitrified clay pipes, corrugated metal pipes, and a small amount of concrete pipes. The majority of these pipes have significantly outlived their useful lives and are severely deteriorated. This results in earth infiltration into the pipes which is carried into the river. The project area is heavily wooded resulting in vast quantities of leaves falling into the streets and washing into the stormwater system and flowing into the river along with the normal debris and contaminants found on city streets.
