Statewide Interest: |
While the Town of Eatonville's Disaster Management Plan is specific to the community, the Town is a also a signatory of Orange County's Emergency Management Strategic Plan. The Eatonville Plan is designed to layer Orange County's Comprehensive Emergency Management Plan, which is layered to the State of Florida Emergency Management Plan and the Federal Response Plans. This layering (mirroring the plan's concepts an dformats) facilitates an effective mutual aid transistion for assistance when the local disaster incident escalates beyond the Town's capabilities and resources. This demonstrates that Eatonville's plan is consistent in every respect to the emergency management plans (county, state, and federal) upon which it is layered.
The primary linkages between Eatonville's Disaster Management Plan, the Orange County Comprehensive Management Plan, and the State of Florida Comprehensive Management Plan are shared and mirroreed in 20 emergency support funcitons. A number of the support funcitons relating to disaster mitigation strategies may be impacted or impeded due to the curren condition of Eatonville's Fire Station facility, which continues to expose fire station contents (apparatus, gear, communicaitons equipment) and staff to a state of significant risk. Some of these support functions would include the following areas:

Project Description: |
Fire Station Renovation and Construction
The project would consist of the following components:
1. Renovation of old structure.
2. Construction of new metal structure (garage).
3. Installation of perimeter security fencing around facility.
4. Upgrade of communications equipment and networking infrastructure.
5. Reinforcement of the exterior structure with brick veneer for reinforcement against wind.
6. Installation of metal shutter and windows to meet hurricane code.
7. Installation of doors with security features.
8. Installation of perimeter security bollards to inhibit vehicle intrusion. |

Measurable Outcome Anticipated: |
1. Increased self-sufficiency that REDUCES the drain on resources of the local mutual aid agreement and allows for the establishment and maintenance of fully self-sustaining capabilities for the first 72 hours following a disaster.
2. Improved capacity to REDUCE vulnerability of the fire station's apparatur, equipment, and communications system to potential high wind and rain damage.
3. Improved capacity to respond to fire emergencies that REDUCES the risk to life and property by housing equipment and fire rescue squads in a facility that meets current code standards.
4. REDUCED risk of injury to occupants of the building and emergency personnel.
5. INCREASED protection of the facility, equipment, and emergency personnel from potential threats of terrorism. |
