| Program will provide comprehensive care to substance abusers using a client-center approach. The program will focus on helping: (1) the dually diagnosed (substance abuse plus mental health), and (2) abusers suffering from HIV. It will also teach substance abuse prevention and HIV education in low-income neighborhoods, and mentor programs statewide. | |||||||||
