This project will protect the environment by removing two point source discharges of secondary treated domestic wastewater treatment plant effuents from a 303d listed impaired water body. These wastewater discharges will be reclaimed and used for beneficial reuse purposes as public access irrigation water in the Clay County Utility Authority's reclaimed water distribution system thereby reducing demand on the Floridan Aquifer and intermediate aquifer groundwater resources. |

Project Description: |
Design and construction of tertiary and high level disinfection facilities to treat secondary effuent from CCUA's 5.0 MGD Miller Street WWTF and Town of Orange Park's 2.5 MGD WWTF to meet public access reclaimed water standards. Design and Construction of a transfer pumping station and approximately 8.7 miles of 24 inch diameter reclaimed water transmission pipeline. The 24-inch pipeline will deliver the combined flow from CCUA's Miller Street WWTF and the Town of Orange Park's WWTF to CCUA's Spencer's Crossing reclaimed water pumping and distribution facilities. The treatment facilities and transfer pumping station will be located at CCUA's Miller Street WWTF. A separate transmission pipeline approximately 2,500 linear feet long from the Town of Orange Park's WWTF to the Miller Street WWTF will also be required. |

Measurable Outcome Anticipated: |
The purposed project will remove pollutant loadings from the St. Johns River by reclaiming the effluent for beneficial reuse purposes. Specifically, we estimate reductions in CBOD5, TSS, TN and TP loadings from both facilities will be 1,126 lbs/day, 1,252 lbs/day, 338 lbs/day, and 211 lbs/day respectfully. Additionally, 7.5 MGD of permitteed wastewater effuent will be removed from the river. |
