Project Description:
The proposal provides continued funding to operate an adolescent residential substance abuse treatment facility. Compass Center is the only program that provides treatment for adolescent abusing substances in this area and primarily serves the Suncoast Region of the Department of Children and Families, but accepts referrals from throughout the state. Compass Center offers treatment for adolescent males, ages 13 - 17 years. The program will accept males with co-occurring psychiatric disorders. The program is voluntary and the average length of stay is six months. Treatment components include: Individual and Group Counseling; Substance Abuse Education; School Program; Recreation/Leisure Skills Activities; 12 Step groups (AA/NA); Aftercare Services. Family participation is an important aspect of successful treatment of substance abuse, and Compass Center provides individual family counseling as well as multi-family group counseling and education.

Measurable Outcome Anticipated:
Forty youth have successfully been discharged from the program (opened August 2002). Scholastic improvement is another measurable outcome of the program. All youth that have been admitted to the program were truant and at least two grade levels below average. Two residents have completed their high school education and started college, and all residents attend school daily in an effort to become current academically before reintegration after they graduate from the program. Coastal Behavioral Healthcare adheres to the performance outcome measures set by the state, following the data collection and submission requirements of the state. We are required to comply with and report data on established programmatic and client outcome objectives that provide point-in-time date that will measure program effectiveness. Additionally, CBH follows standards set by our accrediting organization, the Joint Commission on Accreditation of Healthcare Organizations, and utilizes the Customer Satisfaction Survey process through Mental Health Corporations of America. The 2003 Youth Risk Behavior Survey and current Juvenile Assessment Center statistics conclude that alcohol continues to have the highest prevalence rates among middle and high school students, followed by cigarette use and marijuana use. The prevalence of inhalant use is high among middle school students, and the frequency of use is high with regards to GHB, methamphetamines, and marijuana. Locally, many of the youth admitted to Compass Center report cocaine usage and abuse of prescription medications. Compass Center is the only residential program serving adolescent males in this area. The program is at capacity (20 current capacity - licensed capacity is 25), receives referrals from throughout Florida, and continues to screen youth for admission upon availability.
