Project Description:

 

 

 

 

 

 

 

Continuation and Expansion of the City of Jacksonville's Truancy Interdiction Program.  Funding for staff, equipment and suplies fo the operation of two Truancy Centers on the Southside and Northside of Jacksonille.  These centers will provide effective intervention for both habitual truants(as defined by law) and for other children who are beginning to engage in truancy behavior, but who do not meet the statutor criteria necessitating referral to Absentee Intervention Teams.  The City of Jacksonville (Dept of Community Affiars), Duval County School System, Jacksonville Sheriff's Office, the municipal police departments of Atlantic, Neptune and Jacksonville Beaches, State Attorney's Office, Department of Juvenile Justice (District IV) and the Youth Crisis Center.  All of these partners are part of the larger, City of Jacksonville Juvenile Justice Comphrehensive Stragety

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

Law Enforcement personnell from the Jacksonville Sheriff's Office and the Beaches municipalities identify and pickup truants for processing.  Truancy Center staff members at the Centers will conduct detailed intake, parent-truant education on truancy issues, truant transportation services, data maintenance and analysis, and specific referral services.  Duval County County Public School System principals, social workers, counselors, and Absentee Intervention Teams provide in deppth intervention services focused on addressing the rood problems relating to the truant behavior.  Youth Crisis Center provides safe haven for truants whose parents are unable or fail to take custody of their children at the end of the school day.  YCC is also a CINS/FINS provider of servies for the Dept of Jrvnile Justice.  The enhancements proposed under the requested funding will provide on-site, master's level counselors and a case manager for crisis intervention, counseling and family case management services not otherwise provided.  Dept of Juvenile Justice case probation officers and case managers assist administrators and other staff members involved with intervention and family case management services.  Funding this proposal will: 1. Contribute to making the Jacksonville TIP program a "best practice" model fo replication throughout the State of Florida and the nation.  2. Reduce juvenile crime and violence by intervening in truancy behavior- a gateway behavior to delinquency.  Help deter and prevent the onset of truancy.  Develop effective measures to reduce habitual truancy and reduce truancy recidivism, and enhance school safety.  These outcomes benefit the State by reducing costs of delinquency adjudication and sanctions and by the increasing public safety. 3. Improve attendance and academic achievement of habitual truants, thereby increasing test scores, promotion and graduation rates and improving the state rating of public schools.  4. Contribute to the further development and implementation of the nation's first Juvenile Justice Comprehensive Strategy.  This is a researched based, data-driven approach iwth measures for accountability to reducing juvenile delinquency.
