Project Description:

A transitional living environment for substance abusing women and their children who have successfully completed residential treatment and are attending day treatment services or aftercare services.  SLC has the second highest statistic per capita in the state (and minority females in 20-45 age group ranked second fastest group population) contracting STD/HIV.  Many pregnant drug users prostitute to pay high rent costs.  The waiting list for Section 8 housing is at least two years - and longer for larger families.  There are no halfway houses in this district that women have access to - and none allow children.

Services Provided/Benefit to State:

Stable transitinal housing for pregnant women and their children in a drug-free environment will increase the number of pregnant women staying drug-free and will reduce homelessness among that population.  Reduction in number of client's children being in custody of DCF and/or Foster Care, due to lack of stable housing, will be realized.  By increasing the number of women who are able to remain drug-free, the STD (sexually transmitted diseases) and HIV statistics of women giving birth will be reduced at an enormous cost savings to health clinics, hospitals, medicaid.

Measurable Outcome Anticipated:

Improve pregnancy outcomes.Increased employment, decreased substance abuse, reduction of government subsidies, reduction of relapes rates, reduction of number of children in foster care/shelter care system, reduction in number of termination of parental rights.
