A primary goal of this program is to reduce public costs through an aggressive managed care approach to chronic substance abusers. By targeting high utilizers of publicly-funded, high cost services and coordinating effective interventions for this population, this program will divert substance abusers from the deep penetration into costly criminal justice, mental health, health care, and mental health systems. |
