The North Broward Hospital District (NBHD) is requesting annual state funding for an HIV/AIDS project to expand access to quality care for people who live in an area of Broward County (33311 and the 33312 census tracts) that has a large number of individuals who have HIV/AIDS.  This request for funding, which is supported by the local Department of Health, will allow us to care for additional people who are in need of treatment for HIV/AIDS.   The NBHD is committed to providing Broward County residents with access to the highest quality medical, emergency, and hospital care. Deaths related to AIDS have already been reduced by more than 70%, and patients are being restored to improved health, allowing them to participate in the daily activities of life and the working community. The number of people living with AIDS in Broward has increased by more than 550 people annually. Treatments which are better and more effective, yet more costly, have contributed to this trend.  The ambulatory caseload of the North Broward Hospital District has increased each year by at least 15% (more than 200 patients) since 1997.  This has greatly impacted the system.  Funds that are currently available can not keep up with the demand for care and the higher annual cost of care for each of these patients.  The care for these patients involves more frequent physician visits and higher laboratory test costs, this funding will allow us to acces these additional individuals who are in need of treatment.  In addition, we anticipate a reduction in the amount of HIV related admissions and re-admissions in the hospital.

 

The North Broward Hospital District has demonstrated a commitment to care. We have been addressing a high demand for services by expanding treatment access into the 33311 and 33312 census tract area and have established an outpatient care facility and a separate specialty care facility located in close proximity to this identified area in need of services.  The location of these facilities affords us the opportunity to successfully work more closely with the patients to maintain their necessary health treatments and ensure their continued positive health status. 

 

State general revenues to other public health care systems and counties in south Florida:

 

(1)  The North Broward Hospital District receives $161,000.00 annually from State revenue funds for HIV/AIDS care; (2)  The Memorial Health Care System receives $79,143.00 annually; (3)  The South Florida AIDS Network of Miami-Dade County located at Jackson receives $7.6 million annually in the category of network development - $1.8 million of that amount goes to Jackson Memorial Hospital for inpatient AIDS care; $1.18 million goes to the University of Miami for medical services; $874,000.00 goes to the Jackson outpatient system for non emergency care; $67,000.00 goes to Jackson for emergency care.  The Dade County Health Department does not provide care to HIV/AIDS patients and receives no State funds; (4)  Palm Beach County receives $642,000.00 in the category of network development for HIV/AIDS care. The Palm Beach County Health Department receives $766,000.00 for HIV/AIDS care; (5)  The Broward County Health Department receives $1.8 million for HIV/AIDS care; (6)  Broward County reports approximately half as many AIDS cases annually as does Miami-Dade County.  Palm Beach County annually reports 60-70% of the AIDS cases that Broward County does.

Improvement in the quality and accessibility of HIV care and health outcomes for AIDS patients in Broward County.  Equalization of access and quality care for patients in Broward as compared to Miami Dade.  Decrease in health care costs due to an anticipated decrease in HIV related admissions and re-admissions in the hospital for AIDS patients. Reduction in cost to taxpayers due to improved health status. Improvement in status of health for patients also affords them the opportunity to more readily hold gainful employment and contribute to the community.
