The need for early detection and early identification of hearing loss has been well established by experience and well-documented in the professional literature. Research has shown that impairing loss can be detected by age three months and intervention begun by age six months, then the negative impact of hearing loss on language development can be minimized. The requested funds are intended to assure that recipients of Medicaid and newborns of state employees receive the services of newborn hearing screening and appreciate the benefit of early detection and early intervention when hearing loss is found. |

Measurable Outcome Anticipated: |

The measurable outcome will focus on service delivery, the number of children found with hearing impairment, and the educational needs of hearing-impaired children. These outcome measures will be obtained through an informational database that currently exists for Children's Medical Service Early Intervention Program and through the database for the state Department of Education. Amount you are requesting from the State for this project this year? The amount requested to be allocated to Medicaid is $1,331,194. This dollar amount is based on a statewide birth rate of 191,000 per year of which 91,680 children will be born under Medicaid coverage. It is also based on a cost of $33 per test. The amount requested for coverage of newborn hearing screening to children born of state employees is $54,204. This figure is based on an annualized birth rate among state employees of 1,642 and $33 per test. |
