Project Description:

 

 

 

 

 

 

 

The Crime and Substance Abuse Intervention Program (CSAIP) will provide mental health and substance abuse counseling and therapeutic intervention/case management professional services to individuals and families impacted by the criminal justice system.  The groups at risk include:

 

200 inmates: requiring community-based counseling for mental health and substance abuse issues.

 

Immediate family of those inmates - to provide intervention and counseling for dependency, violence and domestic abuse issues.

 

Extended family of the inmates -- to provide counseling support and intervention.

 

Victims of inmates - to provide counseling and intervention for dependency/violence issues.

 

The Jewish Counseling Service (JCS) will work in partnership with the Broward County Community Reentry Program, First Call for Help, Inc., and the Broward County Drug Court.  In this project, JCS will address a segment of the community that has not received adequate and professional suport in the past.  Broward County returning inmates represent 17% of the State inmate population (the largest percentage); 80% of inmates have substance abuse problems.

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

The State will benefit from an established (40 year history) program to prevent, among inmates returning to society at large, substance abuse relapes, criminal behavior, substance abuse hospitalization, recidivism, familial physical and emotional abuse, as well as providing ongoing counseling for crime victims.  Jewish Counseling Service also anticipates that these services will assist individuals and families in developing learning skills, communication skills, personal responsibility/socialization skills, self esteem and healthy life-style skills that will assist in future productivity and success.

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

The costs of this project represent services at a fraction of the costs associated with not addressing the needs of the identified groups at risk.  Mental health and substance abuse counseling/therapeutic intervention and case management is far less costly than the costs of personal and property crime, incarceration, hospitalization and failed employment opportunities.  The per client cost proposed by this program to prevent and reduce criminal behavior, recidivism, substance abuse relapse, substance abuse hospitalization, are far less costly than the expected costs of incarceration ($30,000/year), with associated personal and property crime, hospitalization and failed employment opportunities and productivity.
