In 1988, the state began funding a portion of the costs associated with Graduate Medical Education with $10 million in recurring revenue from the Board of Regents. In 1991, the program was transferred to Medicaid in order to take advantage of available federal matching funds. |

These 6 hospitals train 75% (1,668) of the state's medical residents at a cost of almost $300 million. Reimbursement for the costs of providing for the bulk of the state's health professionals is limited and covers only half of the associated costs -- the teaching hospitals support Florida's GME program with $150 million from other revenues. This jeopardizes the viability of the teaching hospitals; four of the six operated in the red last year. |

Medical residents tend to practice in the state in which they are trained. The contributions of the six teaching hospitals ensures that a significant portion of Florida's medical manpower needs will be met. In addition, these 6 "safety net" hospitals provide 40% of the state's indigent care. |
