Project Description:
An historic building constructed in 1925. From 1925 to 1962, Collier County's general-purpose government was headquartered in this building, including the county court system. After Hurricane Donna in 1960, county government was relocated to its present East Naples location;since then, all Everglades City municipal-government activities have been administered from City Hall. Hurricanes Andrew and Irene, and periodic flooding caused by the "White Hurricane" in March 1993 and other recent tropical storm events have eroded the shell of City Hall. The need to flood-proof the base of City Hall has been recognized by its inclusion in the Local Hazard Mitigation Strategy Project List submitted by Collier County on August 31, 1999 and now under review by Florida's Department of Community Affairs (DCA). Project funds would be used to restore the building shell to a structurally-sound condition. The City Hall "envelope" - foundation, walls, and roof- must be structurally sound in order to permit its restoration as an historic building and a viable site for governing the city. The order of magnitude of the funds required to ensure a structurally-sound shell for City Hall is estimated to be $500,000. Some component of this estimated cost will likely be derived from hazard-mitigation funds requested to flood-proof the building's base. When requested, the estimate of $500,000 provided by Richard G. Lewis, P.E., Anchor Engineering Consultants, will be subjected to further review and evaluation. Funds to restore the exterior and interior features of City Hall and to provide handicap accessibility are beyond the scope of the described project.
Services Provided/Benefit to State:
Maintain the viability of an historic City Hall, provide continuity of municipal services, and maintain delivery of essential services to a remote community during major storm events at minimum expense to federal and state government.
Measurable Outcome Anticipated:
Retain continuity of essential services to local residents, visitors and the employees and officials administering federal and state parks and preserves contiguous to Everglades City.
