Upgrade the city's wastewater plants and ability to continue to operate during a loss of commercial electricity with the installation of a 1250 kw emergency generator

Ability to continue sewer service to 56,000 plus persons to alleviate public safety hazards involved in the spilling of raw sewage

Continuation of sewer service during emergency conditions
