An employment-based program designed to help the homeless and at-risk veteran return to a state of independent living. |

Services Provided/Benefit to State: |

|
Continuum of care modeled after USHUD program. Benefit to the state is reduced burden on overtaxed homeless resource agencies and uniqueness of funding request. The method of funding is a one-time, no interest loan of $16,000,000 from tobacco funds which will be immediately invested for five years at five percent. After five years, the original deposit will be returned to the state with accrued interest of $4 million transferred to the Jacksonville Veterans Employment Training Trust Fund. The annual interest on the Trust Fund would yield the program's annual operating costs in perpetuity. |
