Project Description:

 

 

 

 

 

 

 

The Brandon Main Street (BMS) project was initiated in response to numerous events which are staged to occur within the community in the near future.  Many residential developments have been built, consumers are drawn to shop at the Brandon Town Center which is one of the region's largest retail malls, and new corporate office space has emerged along the I-75 corridor. All of these circumstances contribute to the shift of the community's center away from the State Road 60 corridor.  A detailed Development Plan and implementation of the proposed BMS project recommendations are needed.  This plan would have two purposes: (1) to structure a detailed infrastructure, development, and financing package to define the opportunity for public-private partnerships in creating and re-development for portions of the Brandon community and (2) to provide for a transportation preliminary design and engineering report of the "Main Street" corridor from SR 60 to the Brandon Parkway.

 

 

 

 

 

 

 

 

 

 

 

Services Provided/Benefit to State:

 

 

 

 

 

The State's expenditure during the last five years of over $10 million to widen portions of the SR 60 corridor through Brandon has removed a significant part of the resident's  historic sense of civic location and replaced it with a highway commercial corridor transportation facility that assists vehicular traffic.  Additionally, within two years the estimated $50 million expenditure of County gas tax funds will have a significant effect upon the area for the new limited access "Brandon Parkway" by the Tampa-Hillsborough Expressway Authority as part of the Lee Roy Selmon Cross-town Expressway Authority extension.  The Brandon parkway will create new access to the Brandon Main Street project area, which include parcels generally underdeveloped when compared to the planned uses identified on the community's adopted Future Land Use Plan.

 

Hillsborough County funded a $145,000 community based planning initiative and residents participated in site selection preference process and identified a geographically centered area of the community where State and local transportation infrastructure projects are having a significant effect upon the community.  Residents expressed their desire to reinforce Brandon's civic identity by establishing a "Main Street" district that will include a programmed $4.2 million County regional service center.

 

Implementation of the BMS project through the next step of a Brandon Main Street Development Plan and the "Main Street" transportation preliminary design report, will provide the missing link for the area's existing land-use and transportation facilities.  The project will provide a model for other Florida communities to establish a redevelopment program to create a mixed-use town center that establishes areas where civic, business, and pedestrian uses can be integrated to create a "Main Street" atmosphere.

The Brandon Main Street Development Plan will identify specific public and private costs for design and build out of elements associated with the BMS Conceptual Master Plan, evaluate existing opportunities, identify and formally structure the appropriate public and private entities for build out and financing the project.  In addition, the transportation preliminary design and engineering report will evaluated and establish accurate development costs for the "Main Street" corridor that connects the SR 60 and Brandon Parkway facilities.
