Ch. 2000-201 (C.S. for S.B. 680)  Revises provisions relating to liability of condominium unit mortgage successors or assignees for unpaid assessments. Effective October 1, 2000.

Ch. 2000-202 (S.B. 828)  Excludes certain policies from the Florida Medicare Supplement Reform Act. Effective July 1, 2000.

Ch. 2000-203 (S.B. 836)  Provides for an exemption from public records requirements for certain account information of participants in the Florida College Savings Program; permits limited release of information to specified entities; provides for future review and repeal. Effective July 1, 2000.

Ch. 2000-204 (C.S. for S.B. 840)  Provides for admissibility of a defendant's confession in certain sexual abuse cases without a corpus delicti. Effective June 5, 2000.

Ch. 2000-205 (S.B. 902)  Provides for redistricting of the citrus belt. Effective July 1, 2000.

Ch. 2000-206 (S.B. 932)  Deletes provisions relating to the imposition of certain additional sales and use tax annual certificate of registration fees; conforms specified provisions. Effective June 5, 2000.

Ch. 2000-207 (C.S. for S.B.'s 1400 and 1224)  Revises various provisions relating to sexual predators and sexual offenders. Effective July 1, 2000.

Ch. 2000-208 (S.B. 1756)  Repeals and revises obsolete provisions, including provisions relating to art in state buildings, historic preservation in specified areas, development of a plan relating to foreign offices, the Florida Commission on Tourism, and public lodging establishments. Effective June 5, 2000, except as otherwise provided.

Ch. 2000-209 (S.B. 1766)  Revises or repeals various obsolete provisions relating to the provision of health care services and the regulation of the health care field. Effective June 5, 2000.

Ch. 2000-210 (C.S. for S.B. 1772)  Revises or repeals various obsolete provisions including provisions relating to assessments; tax certificates, return requirements, remittance, rates, exemptions, and credits; specified implementation rules; and use of certain allocated funds; conforms specified provisions. Effective July 1, 2000.

Ch. 2000-211 (S.B. 1788)  Revises and repeals numerous obsolete provisions relating to environmental protection; conforms references. Effective July 1, 2000.

Ch. 2000-212 (S.B. 1790)  Revises or repeals various obsolete provisions relating to saltwater and freshwater resources. Effective June 5, 2000.

Ch. 2000-213 (S.B. 2082)  Creates an exemption from public records requirements for information that identifies a parent leaving a newborn infant at a hospital or fire station in accordance with a specified provision; provides for future review and repeal. Effective July 1, 2000.

Ch. 2000-214 (C.S. for C.S. for S.B. 2390)  Defines the term "elderly offender"; requires the Department of Corrections to establish a facility for elderly offenders at a specified site; requires an annual review and report on the status and treatment of elderly offenders. Effective July 1, 2000.

Ch. 2000-215 (C.S. for C.S. for H.B. 1567)  Revises various provisions relating to rulemaking by the State University System. Effective July 1, 2000.

Ch. 2000-216 (H.B. 479)  Deletes requirements relating to membership of the research and development authority affiliated with the National High Magnetic Field Laboratory. Effective July 1, 2000.

Ch. 2000-217 (C.S. for C.S. for H.B. 855)  Creates and revises numerous provisions relating to child welfare. Effective June 5, 2000.

Ch. 2000-218 (C.S. for H.B. 955)  Extends the repeal date of a provision relating to the sale of weapons and firearms; prohibits specified acts involving a weapon of mass destruction or a hoax weapon of mass destruction. Section 1 effective June 5, 2000; ss. 2 and 3 effective July 1, 2000.

Ch. 2000-219 (C.S. for H.B. 1037)  Provides for an exemption from public records requirements for certain information obtained by, generated by, or provided to a domestic violence fatality review team; exempts certain portions of the review team proceedings and meetings from public meetings and records requirements; provides for future review and repeal or reenactment. Effective July 1, 2000.

Ch. 2000-220 (C.S. for H.B. 1039)  Provides for domestic violence fatality review teams and for a capital improvement grant program for certified domestic violence centers. Effective July 1, 2000.

Ch. 2000-221 (H.B. 1529)  Redefines the term "source separated" relating to resource recovery and management to exclude specified materials. Effective July 1, 2000.

Ch. 2000-222 (H.B. 1535)  Creates the State Tax Reform Task Force; provides for purpose, membership, duties, specified reports, and future expiration of the task force. Effective June 5, 2000.

Ch. 2000-223 (H.B. 1933)  Exempts certain organizations from the tax on sales, use, and other transactions; clarifies a specified definition. Effective July 1, 2000.

Ch. 2000-224 (C.S. for H.B. 2063)  Provides for the Florida On-Line High School. Effective June 5, 2000.

Ch. 2000-225 (H.B. 2105)  Revises numerous provisions relating to high school graduation requirements and articulated acceleration programs; provides for high school diplomas for certain honorably discharged World War II veterans. Effective June 5, 2000.

Ch. 2000-226 (H.B. 2111)  Makes the Alcohol Testing Program within the Department of Law Enforcement responsible for regulation of certain breath test instruments and personnel; provides for program criteria, procedures, and rules; directs the Criminal Justice Standards and Training Commission to adopt certain applicant eligibility, instructor certification, and disciplinary rules. Effective June 5, 2000.

Ch. 2000-227 (H.B. 2319)  Redefines the term "rural hospital"; includes specified hospitals in certain funding programs. Effective July 1, 2000.

Ch. 2000-228 (C.S. for S.B. 388)  Revises various provisions relating to exemptions from certain taxes; conforms specified provisions. Effective January 1, 2001.

Ch. 2000-229 (C.S. for H.B. 205)  Revises provisions relating to pretrial detention; repeals specified Florida Rules of Criminal Procedure to the extent inconsistent with the act; provides for cancellation of a defendant's bond in certain circumstances. Effective October 1, 2000.

Ch. 2000-230 (S.B. 184)  Prohibits the unlawful possession of a concealed handcuff key by persons in custody; provides penalties and defenses; defines specified terms. Effective July 1, 2000.

Ch. 2000-231 (S.B. 320)  Provides an additional defense to the offense of interference with custody; prescribes procedures for establishing an exemption after fleeing with the child. Effective July 1, 2000.

Ch. 2000-232 (S.B. 718)  Revises provisions relating to lobbyist registration and lobbying. Effective June 7, 2000.

Ch. 2000-233 (S.B. 838)  Requires certain persons convicted of burglary to submit blood specimens for DNA testing; revises provisions relating to submission of blood samples by persons no longer incarcerated; and provides for actions to require submission of a blood sample when a judgment of conviction fails to require submission of them as required by specified provision. Effective July 1, 2000.

Ch. 2000-234 (S.B. 842)  Amends grade forgiveness policies relating to district school standards for graduation. Effective July 1, 2000.

Ch. 2000-235 (C.S. for C.S. for C.S. for S.B.'s 852, 2, and 46)  Creates, revises, and transfers provisions relating to school safety and student discipline. Effective July 1, 2000.

Ch. 2000-236 (C.S. for S.B. 1074)  Permits owners of motorsports entertainment complexes to enter into certain promotional contracts without being licensed under the Beverage Law; defines specified terms; provides that an owner of a motorsports entertainment complex will not be considered a vendor under the Beverage Law in certain circumstances. Effective October 1, 2000.

Ch. 2000-237 (C.S. for S.B. 1212)  Provides a basis for funding the state court system, public defender's and state attorneys' offices, and court-related functions of the clerks of the court; prescribes the essential elements of court-appointed counsel. Effective June 7, 2000, except as otherwise provided.

Ch. 2000-238 (S.B. 1220)  Creates the Commission on the Homeless; provides for membership, duties, administrative expenses, and for termination of the commission. Effective June 7, 2000.

Ch. 2000-239 (C.S. for S.B.'s 1530 and 1456)  Revises age requirements for wearing seat belts in motor vehicles; revises requirements for issuance of a regular driver's license by increasing time periods for holding a learner's driver's license and adds a requirement for a minimum number of hours of driving in certain circumstances. Effective October 1, 2000.

Ch. 2000-240 (S.B. 1768)  Repeals obsolete provisions relating to education, including provisions relating to a report on the implementation of a specified chapter law, development of a plan to transfer state university system employees from career service, the deadlines for submission of antihazing policies for review, and implementation of the Bright Futures Scholarship Program; conforms specified references. Effective June 7, 2000.

Ch. 2000-241 (C.S. for C.S. for S.B. 2208)  Provides for specified monetary benefits for state and water management district employees who adopt special-needs or other than special-needs children; defines the term "special-needs child"; provides for eligibility for parental leave. Effective October 1, 2000.

Ch. 2000-242 (C.S. for S.B. 2628)  Revises provisions relating to the rulemaking authority of the Department of Health. Effective June 7, 2000.

Ch. 2000-243 (C.S. for C.S. for H.B. 181)  Enacts and amends provisions relating to ethics; revises provisions relating to disclosure of financial interests; transfers the filing location from the Secretary of State to the Commission on Ethics; repeals provisions relating to a report of certain delinquent financial disclosures and specified purchasing and bid prohibitions. Effective January 1, 2001.

Ch. 2000-244 (H.B. 407)  Exempts certain vehicles on official business from paying tolls on toll facilities. Effective July 1, 2000.

Ch. 2000-245 (C.S. for H.B. 599)  Enacts and amends various provisions relating to trusts; some of the subjects covered include the rule against perpetuities, action to contest trust validity, trust entitlement, determination of death or status, and judicial and nonjudicial modification. Effective December 31, 2000.

Ch. 2000-246 (H.B. 683)  Redefines the term "lewd or lascivious exhibition" to include transmission of the performance of specified intentional acts over the Internet under certain circumstances; conforms specified provisions. Effective October 1, 2000.

Ch. 2000-247 (C.S. for H.B. 785)  Prohibits recreational vehicle dealers or brokers who are not licensed insurance agents from sharing in the commission on the sale of insurance coverage for certain vehicles by creation of entities which are controlled by a person or entity that is not controlled by a licensed insurance agent. Effective October 1, 2000.

Ch. 2000-248 (H.B. 847)  Permits Florida International University to offer a master of science degree program in speech-language pathology. Effective June 7, 2000.

Ch. 2000-249 (C.S. for H.B. 917)  Revises provisions relating to election procedures. Effective July 1, 2000.

Ch. 2000-250 (H.B. 1013)  Deletes certain procedures for mailing voter registration identification cards; conforms specified provisions; repeals provisions relating to in-person voting requirements for certain persons who register by mail. Effective July 1, 2000.

Ch. 2000-251 (C.S. for H.B. 1941)  Requires cigarette tax stamps to be designed to allow identification of the agent or dealer affixing the stamp; prohibits sale and distribution of certain cigarettes not intended for distribution in the United States; requires the Division of Alcoholic Beverages and Tobacco to maintain certain records. Effective October 1, 2000.

Ch. 2000-252 (C.S. for C.S. for C.S. for S.B. 1508 and C.S. for S.B.'s 706 and 2234)  Enacts and amends various provisions relating to providers and managed care organizations. Effective October 1, 2000.

Ch. 2000-253 (C.S. for S.B. 212)  Revises provisions relating to the Florida Kidcare Program and health care assistance for children; creates the Florida Teacher Education and Compensation Helps scholarship program; provides for child assessments and child enrichment service providers. Effective July 1, 2000.

Ch. 2000-254 (C.S. for C.S. for S.B. 940)  Creates a program to provide pharmaceutical expense assistance to certain low-income elderly individuals and a Medicare prescription drug discount program. Effective July 1, 2000.

Ch. 2000-255 (H.B. 253)  Revises provisions relating to the distribution of funds from the Lawton Chiles Endowment Fund; creates advisory councils for the fund; revises a provision relating to the Florida Biomedical Research Program. Effective July 1, 2000.

Ch. 2000-256 (C.S. for H.B. 2339)  Enacts, amends, or repeals numerous provisions relating to comprehensive health care; creates the Reducing Racial and Ethnic Health Disparities: Closing the Gap Act; establishes a grant program; provides for operation procedures, projects, and participant eligibility; creates the Florida Commission on Excellence in Health Care; provides for membership, duties, and a report. Effective July 1, 2000, except as otherwise provided.

Ch. 2000-257 (C.S. for C.S. for S.B. 862)  Creates and revises provisions relating to transportation financing. Effective June 9, 2000.

Ch. 2000-258 (C.S. for S.B. 1194)  Enacts and amends various provisions relating to the Department of State, including provisions relating to liens, historic preservation, homeowners' associations, and gambling; creates the Department of Military Affairs direct-support organization and the Ringling Center for Cultural Arts and provides for their operation; repeals specified provisions relating to the John and Mabel Ringling Museum of Art. Effective July 1, 2000, except as otherwise provided.

Ch. 2000-259 (C.S. for S.B. 68)  Authorizes colleges of law at Florida International University and Florida Agricultural and Mechanical University. Effective June 14, 2000.

Ch. 2000-260 (C.S. for C.S. for C.S. for S.B. 1338)  Enacts and amends numerous provisions relating to taxation of communications services; provides for the future repeal of specified provisions; repeals certain provisions relating to the gross receipts tax on certain interstate and international telecommunications services. Effective July 1, 2000, except as otherwise provided.

Ch. 2000-261 (S.B. 58)  Provides that specified environmental mitigation costs do not constitute an admission against interest by the state and are not admissible as evidence of full compensation for property acquired through eminent domain or inverse condemnation. Effective June 14, 2000.

Ch. 2000-262 (C.S. for S.B. 290)  Revises certain ad valorem tax provisions; provides for the assessment of tangible personal property after adjustments by the value adjustment board. Effective January 1, 2001.

Ch. 2000-263 (C.S. for C.S. for S.B. 340)  Redesignates the Statewide and District Human Rights Advocacy Committees as the Florida Statewide and Local Advocacy Councils; revises provisions relating to the operation of the councils; defines specified terms. Effective July 1, 2000.

Ch. 2000-264 (C.S. for S.B. 372)  Creates, revises, and repeals provisions relating to the investment of public funds. Effective October 1, 2000.

Ch. 2000-265 (C.S. for S.B. 682)  Revises provisions relating to mental health services for children and adolescents. Effective October 1, 2000.

Ch. 2000-266 (C.S. for S.B. 772)  Enacts, amends, or repeals various provisions relating to the Department of Transportation; enacts a provision relating to construction materials mining activities; enacts or repeals provisions relating to motor vehicle emissions testing. Effective June 14, 2000, except as otherwise provided.

Ch. 2000-267 (C.S. for C.S. for S.B. 890)  Prohibits university and community college direct-support organizations from making certain political contributions unless approved by a vote of the organizations' governing boards. Effective July 1, 2000.

Ch. 2000-268 (C.S. for S.B. 1300)  Revises provisions relating to insurance coverage offered by small employers and premium rate adjustments; expands the definition of "modified community rating." Effective July 1, 2000.

Ch. 2000-269 (S.B. 1550)  Revises provisions relating to the sale of liquefied petroleum gas. Effective July 1, 2000.

Ch. 2000-270 (S.B. 1578)  Authorizes the nonprofit corporation leasing the J. Hillis Miller Health Center to operate certain other health care facilities and programs; exempts certain Board of Regents employees or agents from specified provisions of the Florida Insurance Code; redesignates Shands University Hospital of Jacksonville and Faculty Clinic as Shands Jacksonville Healthcare, Inc., and expands insurance coverage. Effective July 1, 2000.

Ch. 2000-271 (C.S. for C.S. for S.B. 1646)  Revises and repeals provisions relating to water pollution control; creates the Florida Water Pollution Control Financing Corporation. Effective June 14, 2000.

Ch. 2000-272 (S.B. 1786)  Revises or repeals various obsolete provisions, including provisions relating to stamped or marked containers and baskets, naval store products, combinations against Florida meats, certain fencing restrictions, the applicability of certain levied assessments, citrus canker disease, specified chattel mortgages, and the false packaging of certain foodstuffs; abolishes specified councils. Effective June 14, 2000.

Ch. 2000-273 (C.S. for H.B. 215)  Expands the merger capability of a mutual insurance holding company; revises reorganization procedures; clarifies the rights of members of merging entities; enumerates factors corporate directors may consider in discharging corporate duties; permits merger of a mutual insurance holding company into its intermediate holding company; provides requirements. Effective June 14, 2000.

Ch. 2000-274 (H.B. 295)  Eliminates the requirement that specified candidates for public office must take a leave of absence without pay during the period of their candidacy. Effective June 14, 2000.

Ch. 2000-275 (H.B. 879)  Provides that printers are not responsible for collecting sales and use tax on printed materials under certain circumstances. Effective July 1, 2000.

Ch. 2000-276 (C.S. for H.B. 1105)  Revises a sales and use tax exemption for certain equipment used for agricultural production; revises a sales and use tax exemption for persons who secure rock or fill dirt from a location he or she owns for use on his or her own property. Effective January 1, 2001, except as otherwise provided.

Ch. 2000-277 (C.S. for H.B. 1129)  Revises a provision relating to Medicaid managed behavioral health care. Effective July 1, 2000.

Ch. 2000-278 (C.S. for H.B. 1429)  Creates the Prison Industries Trust Fund; exempts the fund from a specified constitutional termination provision; revises a provision regarding inmate compensation. Effective June 14, 2000.

Ch. 2000-279 (H.B. 1997)  Creates the Florida Forever Program Trust Fund within the Department of Agriculture and Consumer Services; provides for a source of moneys and purposes; provides for future review and re-creation of the fund. Effective July 1, 2000.

Ch. 2000-280 (H.B. 1999)  Creates the Florida Forever Program Trust Fund within the Florida Fish and Wildlife Conservation Commission; provides for a source of moneys and purposes; provides for future review and termination or re-creation. Effective July 1, 2000.

Ch. 2000-281 (H.B. 2001)  Creates the Florida Forever Program Trust Fund within the Department of Community Affairs; provides for a source of money and purposes; provides for future review and termination or re-creation. Effective July 1, 2000.

Ch. 2000-282 (H.B. 2019)  Provides additional eligibility requirements for residency in the Veterans' Domiciliary Home of Florida and the Veterans' Nursing Home of Florida. Effective June 14, 2000.

Ch. 2000-283 (H.B. 2055)  Authorizes state and regional agencies to adopt rules to implement procedures for coordinated agency review of projects in the Florida Keys area of critical state concern. Effective June 14, 2000.

Ch. 2000-284 (H.B. 2095)  Exempts certain comprehensive plan amendments that involve the creation of affordable housing units in certain areas of critical state concern from the limit on the frequency of plan amendments. Effective July 1, 2000.

Ch. 2000-285 (H.B. 2121)  Clarifies the boundaries of the Miami-Dade County Lake Belt Area; repeals a provision requiring a written affidavit of disclosure prior to the sale, lease, or issuance of a development order for certain real property; extinguishes any rights that may have been acquired pursuant to the repealed language, unless certain conditions are met. Effective June 14, 2000.

Ch. 2000-286 (H.B. 2127)  Creates and revises provisions relating to state procurement from minority businesses. Effective July 1, 2000.

Ch. 2000-287 (H.B. 2153)  Creates the Conservation and Recreation Lands Program Trust Fund within the Department of Agriculture and Consumer Services; provides for sources of moneys and purposes; provides for future review and termination or re-creation. Effective July 1, 2000.

Ch. 2000-288 (H.B. 2155)  Creates the Conservation and Recreation Lands Program Trust Fund within the Fish and Wildlife Conservation Commission; provides for sources of moneys and purposes; provides for future review and termination or re-creation. Effective July 1, 2000.

Ch. 2000-289 (H.B. 2301)  Extends the time periods for specified telecommunications universal service obligations. Effective June 14, 2000.

Ch. 2000-290 (C.S. for C.S. for C.S. for S.B. 406)  Creates and revises provisions relating to economic development. Effective July 1, 2000.

Ch. 2000-291 (C.S. for S.B. 850)  Enacts and amends provisions relating to the adoption of instructional materials; repeals provisions relating to the exchange of textbooks by school districts. Effective June 15, 2000.

Ch. 2000-292 (S.B. 1256)  Creates a public records exemption for certain information relating to seaports; provides for future review and repeal. Effective June 15, 2000.

Ch. 2000-293 (C.S. for C.S. for S.B. 1262)  Provides an exemption from public records requirements for information relating to investigations or examinations by the Department of Banking and Finance under the Money Transmitters' Code; revises confidentiality provisions. Effective June 15, 2000.

Ch. 2000-294 (S.B. 1870)  Provides for adoption of rules or policies by the State Board of Education relating to various subject areas including administration of certain programs, course requirements, absences for religious instruction or holidays, residency for tuition purposes, and specified programs for children of deceased or disabled veterans. Effective June 15, 2000.

Ch. 2000-295 (C.S. for C.S. for S.B. 1890)  Creates and revises provisions relating to end-of-life care and pain management and palliative care; creates the End-of-Life Care Workgroup; requires a report; provides for expiration. Effective June 15, 2000.

Ch. 2000-296 (C.S. for S.B. 2086)  Revises provisions relating to small employer heath alliances; repeals specified provisions relating to community health purchasing alliances. Effective October 1, 2000.

Ch. 2000-297 (S.B. 2150)  Permits certain interactive, on-line insurance continuing education courses to use unmonitored testing. Effective July 1, 2000.

Ch. 2000-298 (C.S. for S.B. 2190)  Revises various provisions relating to business entities; provides for vesting of interest in or title to real estate owned by a business entity that was a party to a merger or conversion. Effective June 15, 2000.

Ch. 2000-299 (S.B. 2250)  Provides for access to student records by school readiness coalitions and the Florida Partnership for School Readiness; provides for an exemption from public records requirements for individual records of children enrolled in subsidized child care programs or certain school readiness programs; provides for future review and repeal or reenactment. Effective June 15, 2000.

Ch. 2000-300 (S.B. 2510)  Provides rulemaking authority to the Department of Children and Family Services for specified purposes. Effective June 15, 2000.
