Statewide Interest:

This project is an essential element in the development of the integrated area-wide land use and water management plan for the north central Miami-Dade County watershed, which is required by the County's Comprehensive Development Master Plan.  The development of this land use and water management plan is a critical part in ongoing Federal and State ecosystem restoration efforts, in that it will define the future of proposed land uses in north central Miami-Dade County.  This project will result in a model that may be used to predict appropriate quality restoration targets for parameters of interest.  Another benefit of this project, once the potential flooding problems are resolved through model prediction, will be the reduction in severity of the values for water quality indicators.  The overall benefit for the State will be that the project will help to sustain pristine conditions in water bodies of Miami-Dade County.  In addition, this project will help to predict appropriate water supply reserves and protect the citizens from flood hazards.

Project Description:

This project comprises the stormwater planning component for the C-4 Basin in north central Miami-Dade County.  This component of the project includes the information gathering and mapping of the area under study.  Specific information to be gathered and mapped over Florida Power and Light(FPL) GIS layer maps include: catch basin locations, pipe locations, and known ground surface elevations; major conveyance systems information, such as canal cross sections; culvert and bridge information including cross-sectional geometry and elevations; land use in AutoCAD format; rainfall data; flow and stages data collected at the SFWMD structures of interest; existing receiving water quality information; groundwater table elevations; summary report of citizens' complaints during flooding episodes.  The C-4 Basin is a critical recharge and drainage area for the Biscayne Aquifer.  The impacts of stormwater runoff on the quality and quantity of water discharging from the basin to the Biscayne Bay are of high concern.  It is essential for the future development of the basin that this planning component is in place, in order to protect the natural resources of north central Miami-Dade County.

Measurable Outcome Anticipated:

The model, once implemented, will predict appropriate quality restoration targets for parameters of interest. Another benefit in this project, once the potential flooding problems are resolved through model prediction, will be the reduction in severity of the values for water quality indicators.  The overall benefit for the State will be that the project will help to keep pristine conditions in water bodies in the County, as well as help predict appropriate water supply reserves and protect the citizenry from flood hazards.
