Project Description:

This program is being developed to provide a priority based cost-share funding source to implement water resouces improvement and protection projects within the headwaters of the Kissimmee-Lake Okeechobee Everglades system. This headwaters area was not included in the Kissimmee River Restoration or Comprehensive Everglades Restoration Program planning and implementation activities. Consequently there has been a lower level of resources available to be dedicated to address mutliple  water resource issues within this area. This program will utilize a team of representatives from state, county, municipal, and stakeholder agencies and organizations to propose and prioritize through a formal quantified ranking process water resouce implementation projects to address issues of 1) flood control level of service 2) water quality, 3) water supply and 4) environmental enchancement. Prioritization ranking factors will include at a minimum cost share partners (required 50%), regional benefit, and rapid implementability. In addition, preliminarily identified projects will include restoration of an upper tributary to Lake Tohopekaliga, East Mill Slough restoration, Kissimmee Upper Basin septic tank retrofits, and minimum flows and levels development.

Measurable Outcome Anticipated:

Improved water quality of headwaters tributaries to the Kissimme-Lake Okeechobee-Everglades system, improved water supply resouces for the region, reduced scientific uncertainty in assessing the effectiveness and efficiency of restoration practices (i.e. maximize return on investment and maximize long-term cost avoidances), and increased public safety.
