Project Description:

 

 

 

 

 

 

 

The purpose of this project is to create a gateway to the State Capitol complex by revitalizing Gaines Street from Lake Bradford (State Road 371) to Apalachee Parkway (US Highway 27).  A boulevard-scale development, this project would provide the preliminary infrastructure to create a sustainable, mixed land use district of residential, retail, and commercial, revitalizing the urban texture of the Capitol Center Planning Area and fostering opportunities for multiple modes of transportation.

 

As the "backporch" to the State of Florida Capitol Complex, expected outcomes related to this project include safety, economic development, and the movement of goods and services.  The project promotes safety through the construction of a divided roadway providing improved vehicular and pedestrian safety.  Economic development is advanced through the implementation of the Gaines Street Vitalization Plan in this under-utilized, centrally located corridor.  Through the improvement of an important link providing direct access from the downtown to the Tallahassee Regional Airport, this project serves to facilitate the movement of goods and services, providing multimodal linkages consistent with current FHWA and FTA guidelines.

 

This project phase is especially appropriate for legislative funding assistance.  It endeavors to promote community preservation through economic revitalization and environmental repair of an important urban area at the backdoor of the Capitol Complex.  The project provides system preservation by providing additional transportation opportunities-bicycle, pedestrian, transit and auto-on an existing corridor which links a larger system.

 

 

 

 

 

 

 

 

 

 

Measurable Outcome Anticipated:

 

 

 

 

 

Short term results focus on the revitalization of the western gateway to the State Capitol Complex, along with brownfields mitigation, development of alternative transportation opportunities, innovative methods for stormwater management, recreation enhancements, and small business incubation.

 

This activity would ultimately provide a testing ground for an integrated, innovative planning methodology-the integration of transportation, environmental, stormwater, and recreational planning along with economic and urban revitalization - all driven by a community vision.

 

The Final Design Study has moved this methodology from the "broad brush strokes" of a concept to the detailed examination of how to realistically integrate planning issues traditionally considered separately.  Right-of-way acquisition is the next hurdle in this important project.  At this time, approximately $7 million of the needed funds have been acquired.
